Is the La Spezia Hertz close to the trains station? Walking distance?

No. Take a taxi. Its about a mile and a half.

As stated before it is a bit of a walk from the Central station. If you are on a train that stops at La Spezia Migl. Station that gets you a bit closer (but still about a 15 minute walk). For simplicity I agree with the taxi recommendation from an early response.
