We will fly from Munich to Bologna and stay 14-17 Sept. What are the best ways to go to Parma 17-20 Sept. and then on to Rome Sept 20-24? We have traveled by car in Europe, by train, and by plane. Does anyone have any suggestions?
I haven't been to Bologna or Parma yet, they are on my schedule for 2016. Bologna is linked to Rome via a high speed train, and Bologna to Parma has a train line. You can use the trains easily. If you are staying outside the cities or doing some day-tripping perhaps a car might be better. But all 3 are well linked with trains.

Parma is less than an hour from Bologna by train - unless you have reason not to I would spend all 6 nights in Bologna. You have very easy day trips by train to Parma, Modena, Verona, Padova, Ferrara, Ravenna.
Day trip to Parma is easier than moving to Parma. I think saying in Bologna is good advice. You might want to visit San Marino, Ravenna, and San Leo from Bologna. Easy drives and worth seeing.
If you plan to attend a concert or other event in Parma, you will probably want a o spend a night or two there. Have you been to Ravenna? Also on the Bologna train line, take a night from Parma, add it to Bologna, and take a daytrip to Ravenna.
