If we buy the Italy train pass, does that include travel between the towns of the Cinque Terre?

only train travel. You still have to buy the permit to walk.
an very expensive pass day for nearly free train travel could be a waste of money.

In Italy, regional trains (like the ones that ply the Cinque Terra) are very cheap. Fast trains are also cheap if you buy advance purchase nonrefundable tickets.
