We have never traveled there in February but will this year. What can we expect weather wise and otherwise? Thanks.
Bring rain gear and a light coat, because it might rain. Many hotels will be closed in Taormina, but everything will be open in the other main tourist cities: Palermo, Catania, Siracusa, Ragusa, Modica, Noto, Agrigento, Trapani, Marsala, Messina, etc. If you venture to the Aeolian Islands, there is a chance you might get "stranded" there for a few days if you encounter bad weather. Only small bed and breakfast properties will be open on the Islands in February.

I was in Italy this past February, in Venice, Ravenna, Florence and Rome. Rome was mainly sunny and pleasantly warm, though there were a couple of rainy days, the north was mainly chilly, cloudy and rainy. In Rome, there were days when I was very glad I had summer clothes and sandals. In the north, I wore thermal underwear and was glad I had 2 pairs of shoes, so I could change when one pair started to squish.
In spite of the chill and rain, business was booming in every gelateria in the north and I had a terrific time. Venice was very crowded (it was Carnevale), in Florence not so much and mainly students, individually and in groups. There were lots and lots of tourists in Rome.
We traveled in Sicily in late March/early April. We pack light, which had me wearing lightweight long underwear plus two pairs of lightweight pants and several top layers on the rainy/cold days. The worst part was not being outside but being inside in freezing cold stone buildings (restaurants, for example). (Maybe if we ate in higher-class establishments they would have had heat!) On the sunny days I needed just one pair of lightweight pants and a short-sleeved shirt. You really have to go prepared for any type of weather.
January-February are the coldest months in Sicily and the hills could get snow. March can be very cool, rainy and windy in Sicily.
