in italy is the eurail global pass accepted on regional as well as surburban trains? ex. lecco to como di lago nord. And secondly there is a discount button on italy ticket machines for the global pass. does this discount apply to the eurail select pass as well?

Given how cheap Regional trains are it is a super waste to use a pass on Regionale trains. In fact it is very hard to make any pass pay in Italy and that is before paying the seat reservation charge. If by suburban trains you mean local/city transit, the answer is no. And not accepted on the private lines either.
