Is there a web site that tells you what the average cost of a taxi is from Point A to Point B?
Not that I've ever seen. We're you wondering about a specific place? Taxis vary widely in pricing throughout Italy.

We did a trip to Rome this past March and when we were tired of walking or the Metro didn't go anywhere near where we wanted to be within the central core, we hired a taxi. Most rides we took (hotel was near Castel Sant'Angelo) were 8-15 euros. On past trips to Florence, we've rarely used a taxi since Florence is easily walkable except perhaps with luggage or in bad weather (maybe only station to hotel and back since our favorite hotels are near the Uffizi or in the Oltrarno neighborhood), and they were typically 7-11 euros. I know you didn't ask about a specific city, but thought I'd share examples.
Worldtaximeter is very rough and the only Italian city it supports is Rome.

By researching similar brochures from cities you will be visiting, you should be able to find all the info you need. Before boarding a taxi you can ask the driver a quote on the ride. I took a taxi ride in the countryside to reach a destination and it was REALLY not expensive,
compared to rates in Montreal at least. Ciao !
