Italian law re: tour group refunds?

I saw in a post from 2020 that people were being refused monetary refunds from tour companies because the Italian government was allowing the tour companies to issue credit vouchers instead - a pandemic relief measure, apparently.

Does anyone know if this is still true in Italy? Or can I rely on a company's website when they explain their cancellation/refund policies?

I think most of us learned in 2020 that you really couldn't count on the refund policies stated on the website. I am still a bit leery of thinking that a refund is always available.

The voucher instead of a refund was a temporary decision due to Covid. Now that borders are opened is not existing anymore.
Now tour operators have to completely respect the cancellation policy they declare.

Re: Artviva: they confirmed to me that they are now doing almost exclusively private tours (at least in Florence).
