The "best" may be subjective but there are no shortages of places in Bologna that are fantastic. I know many locals who recommend a place called Trattoria Gianni as the best in the city but I've not eaten there myself. We always eat at Tinello's, next to the two towers but mostly for the tortellini marinated in balsamico.
