What kind of a bag do you want? Tote style or day pack?
The Baggallini Any Day Tote is close. It's about 1/2 inch too long but if it's not stuffed it would make the requirements as it is lightly structured but soft enough to squash down. There are several Baggallini's that are too large and a number that are at or under the measurements.
The Longchamp Le Pliage in Large is a popular recommendation here but is a bit smaller than the measurements.
If you want more of a backpack style the LiteGear Mobile Pro would work. It's width measurement is an inch big but again it's soft and if it's not stuffed it would crush down to the width measurement.

Be mindful that EasyJet also has a weight restriction on the small cabin bag. I didn't go to ITA to see if they have a weight restriction.
I was asking about having the carry on to see what your maximum would be...so be cautious about the dimensions of your larger cabin bag! The time I flew EasyJet everyone had to drop the larger bag in a sizer before they could walk down the jetway to the plane.
I travel with a Le Pliage that expands for travel to essentially 18x13x8ish. That’s within the range you listed. On my ITA flights within Italy is was fine and fit under the seat. My husband used a leather backpack and that was never an issue. I didn’t see them check anyone’s personal item. I know you didn’t ask this, but on our flights they were very tight on the weight and we had to check each time as even though our carry-ones fit the size, they were over their weight limit.
