there is also a ZTL across the road (there are signs) where it looks like you could go for street parking but it is off limits and entering will result in a big ticket

There is some limited paid parking by the train station - Promessi Sposi Car Park - and by the ferry station as well. Depending on when you go you may get lucky and if you're only looking for a couple of hours those might work.
