Is the road to Sighignola viewpoint open in the winter time?

Hi. I just wondered if the road to Sighignola is open in the winter time, barring a major snow storm. I'll be driving from Varese in February and I will not get on the motorway. I'll stay on the S344 in Italy and whatever that road briefly becomes in Switzerland before going back into Italy.

Aa long as I stay on the S344 and don't get on the Swiss motorway, N2, I will not need a vignette. Am I correct?

I just read that there is skiing in the winter at Gighignola, so the road probably will be open, but any additional info would be welcome. Thanks!
