Is the Forum/Palatine free on first Sunday when the Colosseum is.

We are visiting Rome on the 4, 5 and 6 of September. and have tickets for the Vatican Museum on the 6th.
I thought we would get the Colosseum/Forum/Palatine 2 day pass and do part on Sunday and Part on Monday.
I find now Sunday the 4th is a free first Sunday at the Colosseum and no passes are allowed and it is mobbed.
Is the Forum and Palatine free on first Sunday or can I use the pass for them on Sunday and visit the Colosseum on Monday with a pass?

Also the Pocket Rome says, tell the guard you want to take the English tour and they take you through to the tour desk. Is it possible to pre-pay the Colosseum/Forum/Palatine 2 day pass and get to the tour desk and pay the 5 euros there?

Yes, the Forum and Palatine are free so your two-day ticket is of no advantage, and they will probably be very, very busy. As these three sites are virtually next to each other, it makes the most sense to do them ALL on Monday rather than splitting them up. I'm guessing that's what most tourists do rather than backtrack to an area they've already been to, and this would free up your entire Sunday to see other neighborhoods/attractions in Rome.

Yes, it is possible to buy your tickets in advance and then try to get into a tour but if you want to be SURE to have a spot, the website says that reservations are suggested:

Extra note: the Palatine and Forum are considered a single attraction so if you do them on Monday, they must be done together. You will enter one directly from the other inside the secured perimeter.

One other thing - visit the Forum/Pallantine Hill first before the Colosseum. The ticket line for the F/P is much shorter and then you will already have a ticket for the Colosseum and you can skip the ticket line. But not the security line. Go past the Colosseum, past the Arch of Constantine and the entrance for F/P is a bit down on your right.

The colosseum, forum and palatine hill are part of a combo ticket so if one is free- all three are free. You cannot use any passes on free Sundays and they don't offer tours on free Sundays either. If you wish to visit either of the combo sites on Sunday you'll wait in the line along with everyone else waiting to get in for free. You can buy an entry ticket online but cannot use it on free Sunday. You can use it on Monday to get into all three sites. You can try to get on a tour on Monday but it would be better to call and book it over the phone. The tour has limited space and does sell out.
