Although Southern Italy apparently scores low in quality of life, however the south has better weather and climate. In addition for the first 6 years the Italian Government has a low tax regime (7% flat rate) for foreigners willing to relocate in smaller towns (under 20,000 pop.) in southern Italian regions.

If we had moved to Ortisei instead of Rome, we might have stayed longer. But then we could not have afforded the rent...

Roberto's consulate is San Francisco but yours may be different. Information about long term visas should be the same on each US Italian consulate's or the DC embassy's website, but the consulate or embassy you need to use will depend upon where you live. The embassy website is the best place to check.
