What is the best and most cost effective way to get from Munich to Milan?
Well, it's a 300 mile drive. On Kayak.com, you can get a one way flight with one stop for as little as $94, or $211 round trip. I don't know your dates. On the Trenitalia train site it says you can do it in 10 hours but won't give you a price. I stick to Italy mostly so am not well versed on sites like the euro rail site. I hope this is helpful.
It is a lovely drive, all highway, and you can go thru Brenner Pass thru the Dolomites. If you rent a car, remember to check carefully the drop off fees.I did not say it is the least expensive. Have you looked at the Deutsche Bahn Site, which will give you schedules and fares? When are you traveling?
I would go by train; since you didn't give the exact date you have in mind (and day-of-the-week matters...): On Thursday, May 26th: Munich to Verona: €39 ADVANCE purchase online (€68,10 full fare) Verona to Milan: €9-18, depending on the type of train, and ADVANCE purchase or not So, maximum total per person: €57 (€39+18)/€86,10 (€68,10+18). ** you rent a car in Germany, and return it in Italy, the drop-off charges could be in the hundreds of dollars...check into that FIRST before you plan on driving this route!** (cont.)

Now, the problem with advance purchases and Italian trains is that Trenitalia (Italian train company) ALMOST ALWAYS won't accept USA credit cards for online purchases (but they've recently started getting better on this score...) You 'might' be able to purchase a discount ticket for another country when traveling internationally; you can purchase, for sure, the full-fare (€18) ticket from the Munich ticket counter for the Italian portion. Worst case - when you transfer in Verona you can just buy full-fare tickets from either a ticket machine or at a counter (either €9,05-18,00, depending on the type of train). Your minimum time between trains is 40mins; I'd consider taking the faster train (which also means a 1h-long connection); this way you'd have time to grab some lunch (such as it may be - no info on qualilty of what's available) at the train station...
