How to get from Airport to Where I'm staying...

I checked with Rome Cabs and their conditions are so complicated. Their drivers don't speak English. Unless you book two weeks in advance. They need to be able to reach you by phone. But I'll be coming with a new phone for which I will still need to get a SIM card upon my arrival. Any suggestions? What are the other options?

Which airport? Where are you staying?
Without that info it is difficult to answer the question. Airports have public transport (usually trains) to get you into the city.
You have bought a new phone, but why do you need a SIM card? If your phone doesn't cover Italy you have bought the wrong phone, go back to your supplier and get it exchanged.

I just tried to book Rome Cabs yesterday for a trip next week. They were booked but referred me to Rome Chauffeur who was available. The price is the same for both companies. You do not necessarily have to have a phone as they will instruct you where to meet your driver and provide you with phone numbers to contact them. They do not guarantee an English speaking driver, but that shouldn't be a problem if you have the address printed out for him. You can also get a one hour tour with an English speaking driver for about 120 euros that includes dropping you off at your hotel or apartment. A regular taxi is readily available and will cost 48 euros into central Rome.

If you google the Rome (Fiumicino) airport site, there is a listing of many options to get from the airport to Termini in central Rome. From the Termini, you can take a cab. They are all sitting outside the station waiting for fares. We took the Leonardo Express train to the Termini and then a cab to our hotel. The train is 11 euros and takes 30 minutes to get to the Termini.

Price has gone up. The train is now 14E. The taxi fare to center Rome is fixed at 48E, daytime. The Rome airport one of the easiest and cheapest airport to get to and from. Where are you going and how many?

If you take the Leonardo Express train into Roma Termini, you can walk out the front doors to the taxi queue. Do not take a cab from anywhere except that queue.

It may be easier to just take a cab from the airport to your hotel.

I'm arriving at the Rome (FCO) airport a week from tomorrow and am either going to a hotel near the Spanish steps or a rental in Monti. Still finalizing.

My suggestion is the same as the others. Use the Leonardo Express from FCO to Roma Termini (€14 PP, about 32 minutes with no worries about traffic delays - DON'T forget to validate your ticket prior to boarding the train!). When you arrive at Termini, there are a number of cell phone shops there, so you can buy a SIM there. If you decide on the Spanish Steps hotel, you can either take the Metro (station "Spagna") or a Taxi (there will be MANY outside the front door of Termini). I'm not familiar with the location of the other lodging, but Taxi or Metro may work for that also.
