I don't think you can hail a taxi, but taxi stands are common. They are outside big hotels, around popular squares, outside museums and other sights - I never had trouble finding one. Of course, there are some pedestrian or traffic limited streets, so you will need to walk to the nearest full street. I had multiple taxi rides over 4 days and didn't have any problems nor any difficulty finding taxis at normal hours. Earliest was 7AM to the airport, latest was after dinner and drinks, maybe 11PM. I am not sure about very late at night or super early mornings.
I never called one, but it is something you can do - I am just nervous about language barrier as I do not speak Italian. Your hotel or a restaurant would be happy to call one for you.
The usual taxi scams (overcharging etc) happen there like anywhere, so watch the meter etc. Overall it's pretty similar to other cities.

Actually you can hail a taxi in Naples, but there are so many taxi stands, it's not difficult to find them. Most are right by the tourists sights.

Be aware that there is a list of set fares (train station to museum, etc.) they’re required by law to display in back. Look for that and point to it if necessary. I forgot it was back there, agreed to fee he wrote on a slip of paper then realized I was going to be overcharged. My bad. I also had flagged him down at the train station, but not the front entrance. So if that meant the standard rate didn’t apply, who knows. It was not a crazy ripoff, just your standard ignorant tourist tax.
Yep, awrzesinki right, they're fixed fares, but ask before you get in the cab. Print out the fares I posted above, and take them with you,so you have a general idea
Naples taxis have set fares to the airport. You pick one up from taxi stands, but Naples is a place where the rules are lax. You can probably just wave one down if you see one coming.
Things might have changed but Rick said that Naples is one of the areas where taxi drivers rip you off in particular. In the Italy guidebook he recommends a reputable company where you can call and they'll dispatch someone.
