Houston to Milan or Rome SALE for August-Non Covid flight?

Lufthansa/United is having a huge sale today from IAH to either Milan or Rome in August. I would love to book but am concerned that this does not look like it is designated as a COVID flight Italy is looking for. If we book this, are we at risk for having to quarantine? We are both vaccinated. There is a stopover for 3 hrs. in Frankfurt. Then board a flight to either Milan or Rome.

The COVID flights must be non stop to avoid quarantine
Will that change by August? I have no idea but likely not

Guess we are just confused. How can the airline offer flights - guessing they know that you have to quarentine? Nonstop to Frankfurt then plane to Rome or Milan. Looks like we should not book these flights.

The COVID flights are only approved thru July 30
Airlines might be hoping things change after that

What is the cancellation policy on this flight?

Nobody has any way of knowing right now whether Italy will be requiring visitors from the U.S. to quarantine in August.

It all depends on the evolution of the virus and Italian policymakers’ response.

Agreed. We called Lufthansa and they said thru July 31 only essential, nationals etc. can get in. These are obviously not Covid-tested flights and thus the price. It is a great deal to Frankfurt and another option would have been to go in to France, but am thinking I will run into the same issue. If I fly into Germany, would France even let me in?

On or after July 1, flights from Italy to the United States will again become standard non-Covid-Tested flights. Customers will be required only to meet the U.S. Entry Requirements to fly from Italy to the U.S. There will be no additional testing requirements.
So confused about all this - so does this mean after July 1 any flight is allowed in without quarantine?
