Stayed at Kattihouse (Rick Steve's recommendation) in Florence. Outstanding location. Funky lodging but included besides shower and desk and mini-fridge and coffee pot, WiFi. Under 90 euros two blocks from train station and very close to Duomo, Medici Chapel, Lorenzo leather market. Wonderful hospitality from Maria who doesn't speak a word of English. Used Airbnb in Venice and Rome. Venice we paid extra and got two story apartment with ALL the amenities. Rome we skimped on Euros but still wound up with an outstanding location. All this was done in last week of September and 1st week in October.

All of Rome is safe and I've never heard anyone complain about a dirty hotel. What is your definition of "inexpensive"? Everyone has their own ideas on costs so if you can give us a number we can give you better information. Donna

In Florence I stay at the Archi Rossi Hostel. It meets all your criteria. The rooms in the annexe are more like a hotel, so choose that. Book directly through their website. It's a 5-minute walk from the train station. They also have free walking tours every morning. On my 3rd stay, I finally took the tours and enjoyed them both very much. The guides were very professional and enjoyable. In Venice, I like the Dorsoduro area, which is a bit cheaper than the San Marco side of the Grand Canal, but still close to everything and quieter, more residential. Nice to come back to after a long day.

Joan, I stayed at the Archi Rossi Hostel in Florence, too. The annex is a great choice. Hostel prices, hotel feel. In Rome, I stayed at The Beehive. Very safe, clean, and inexpensive. They have dorms and rooms. Have a great time! Sharon

In Rome I recently stayed at the Boutique Hotel Trevi. The location couldn't be beat! Reasonably priced for being 100' from the Trevi fountain. It was a flight/hotel deal but the hotel came out approx $100/night including breakfast. (Don't forget the new city tax that you have to pay in cash when you check out.)
Walk to absolutely everything from here. I never had to take a cab, bus or train the whole week. I had a single room but you could get a double with 2 beds to save $'s. Very clean, helpful and polite front desk, breakfast was good, nice ion. Have the waitress make you a cafe instead of using the machine (although that was good too). Being so close to the Trevi fountain I ended everyday with a gelato and sat and people watched at the fountain. I was on my own and felt very safe at any time of day or night. I have also stayed at Hotel Cosmopolita. A little more expensive but almost across from the Forum. Marble bathrooms, fluffy robes, slippers. Breakfast there was also included and good, there's a bar downstairs where all the locals have their mid-morning cafe break - rush in - drink - and rush out! I've heard of the Beehive and it looks very cute. I may try it if I'm there for a longer stay.

I tried several times to edit the above post but it wouldn't take the correction.
The breakfast had a nice "selection"!

In Florence, I really liked the Hotel Maxim (and its slightly more upscale sister, Hotel Axial). They are in the same building, about 1 block from the Duomo, on the main pedestrian street running between Duomo and Palazzo della Signoria... a great location. It is simple, but clean, with VERY reasonable prices. I also really like staying in convents, if you don't mind a curfew (often some time around 10 to midnight). I travel alone and feel very safe in convents, compared to some hotels. A great convent in Florence, a few blocks from the Duomo, is that of the Oblate Sisters of the Assumption. Their e-mail is sroblateborgopinti@virgilio.it. In Rome, a good convent is that of the Sisters of St Bridget. I don't have their e-mail address, but their contact info is in the RS guide. They are about 4 blocks from Termini and about 1/2 block from Santa Maria Maggiore. Finally, I recently stayed in a great location location in Venice, 1/2 block from SM Salute, right across the Grand Canal from San Marco. Another convent. I don't have their contact info with me, but if you want it, send me a private message and I'll try to dig it up.

For very nice hotels with beautiful breakfasts (lovelier than many we have had in Europe, where most are very nice) try looking at these great places which we loved and have returned to: Venice: Hotel Flora
Florence: Hotel Monna (correct spelling) Lisa

We always stay at Hotel Dali in Florence, mentioned in the RS guide. The rooms are good sized clean and comfortable. The owners Samanta and Marco are a delight. The rooms have a small frige which is nice and they sell huge bottles of water for one euro. It's near the Duomo. In Rome we book Convent stays. The website for Santa Susanna in Rome has a page with a list of various Convents offering lodgings. The Pallotine sisters is my favorite based on it's location near St Peter's.

I was in Florence a couple of weeks ago and stayed at a B&B called Soggiorno Battistero which is recommended by RS. The B&B is literally next to the Duomo so it is not more than a 10-15 min walk away from most of the main sights including the train station. The room rate was more than reasonable and the proprietor Kelly is an American expat so language will not be a problem. The only catch that I can think of is that the B&B is on the third floor of a building without an elevator, so it is not recommended for people who cannot climb stairs. Penn
