We went to the Jazz Fest in July 2019, and it was wonderful! We stayed at a lovely airbnb that was central to town. You will have a great time.

You would do better to stay in town--all events within walking distance. The big, expensive place is the Hotel Brufani. Hotel Fortuna is a nice budget place and somewhere in the middle is the boutique Locanda della Posta. All of these are right in the historic center and you can walk to the big concerts in the Arena Santa Giuliana as well as the free and club events in town. If you stay out of town, finding parking in town is a nightmare if you have a car.
The festival's great; the city turns into a big party. The past two years have been either nonexistent (2020) or muted (last year). Here's hoping for a return to its glory.

A while ago we stayed at the Hotel Sant’Ercolano in Perugia. It is near the Pincetto mini metro stop. I don’t know about the Jazz festival but it was convenient for all our sightseeing needs. It is a small, modest hotel; nothing posh about it. The staff were pleasant, the room was comfortable and breakfast was offered. Our room had a small balcony overlooking the hills toward Assisi. We had no complaints and were happy with our choice. Safe travels.
