We plan to visit some small hilltowns of Tuscany and Umbria in March. Will restaurants and other tourist services be open at this time of year?
Yes, most restaurants and other tourist services should be open this time of year. It may depend on the actual town, but again, most, not all, should be open. At the same time though, most restaurants won't be spilling out into the streets (outside seating, stands, etc.) like they normally would in the high season. Also, there likely won't be as much going on outside on the streets in the town in terms of locals and people watching due to the likely chilly weather. But, there shouldn't be any crowds of tourists to worry about; most of the people you come across should be locals. So, enjoy your travels!
