Help! How to reach an 'international operator' to place international collect call in Italy?

Hi,
To make an 'International COLLECT CALL' my understanding is I need to first call an 'International Operator', then ask the operator to place an 'International Collect Call' to the number I want to reach. Calling the phone number directly from my phone will cost me.
My question is:
What number should I dial in Italy to reach an 'International Operator'? This old article from USATODAY suggested dialing '0170', which many people commented online that it didn't work for them.
Another 'obvious choice' comes to mind is dialing '0'; but I have no way to test it until I get to Italy. I tried it here in US by dialing '0' and all I got was a recorded message giving options such as how to make international phone call.
Your suggestion would be much appreciated! Thanks!

Operator Services
To make a reverse charge (collect) call, dial 170 for the international operator in Italy. To be connected to the operator in the country you want to call, dial 172 followed by a four digit code for the country hence 172 00 44 for the UK, and 172 ’00 1 for America and Canada. If you are calling from a phonebox, you will need to insert a coin, which will be refunded at the end of the call.
The following services operate 24 hours daily (calls are charged).

Operator and Italian Directory Enquiries: 12
International Operator: 170
International Directory Enquiries: 176
Problems on National calls: 182
Problems on International calls: 176
Wake-up calls: 114; an automatic message will ask you to dial in the time you want your call, with four digits on a 24 hour clock, followed by your phone number.
Tourist Information: 110

Are you trying to contact a credit card company or something of that nature?

I've never been too successful at making "Collect" calls, so I normally just direct dial using the regular number with the "+1" prefix. I've tried to contact the "International Operator" a number of times, but that's always been a frustrating and futile effort. I always have a good calling plan when I travel, so using the regular number is not a big deal.

I normally don't think about this issue, but I was reading this question posted by someone (on other website) who had to contact her credit card company and couldn't figure out how to place an international collect call.
I plan to purchase the AT&T passport, but it charge $0.34/min for international call. Since I will be in Italy for three weeks the $10/day International Day Pass is probably not the right plan even though it includes free calls.
Now I'm leaning towards simply using Skype to make the call without calling the international operator; it's reasonably cheap enough and will save a lot of hassle. Have you used Skype in Europe before? I'm assuming it will work fine. I probably should install Skype Wifi app so it won't impact my data usage.

Just found out Skype Wifi is no longer available; Microsoft terminated it a couple years ago.

AFAIK, Skype can still be used to make phone calls. Free to other Skype accounts and at a small charge to US numbers. Perhaps you are confusing it with Skype WiFi which seems to be hotspots that they had which offered data connectivity.

In any case see if your phone supports and has WiFi calling enabled. This should allow you to call US phone numbers for free while on a decent WiFi network/broadband connection.

I use Skype all the time. Calls to 800 type numbers (free calls in the U.S.) from Europe are also free on Skype. I have tried it and used it. And it's still working.

Set up Skype and put a small amount of money on your account in case you want to use it for other calls. (I think I'm charged like 1.8 cents a minute for regular calls back to the States from the UK.) And forget about collect calls.

It can only be used on wifi. And unless you want to receive calls on Skype, you don't need a Skype number.

Michael Schneider beat me to it. I've used AT&T's number with success in Spain.

But I just want to explain, since it confused another poster in the past:

1) This program from AT&T is completely separate from AT&T wireless, the cell phone carrier (although they are of course under the same corporate umbrella). So, you can use the AT&T access numbers regardless of your cell phone carrier. And, don't ask your anyone from the AT&T cell phone part of the company about the toll free access numbers - they won't know what you are talking about!

2) Those AT&T access numbers are free from land lines only.

Hi All,
I do use Skype occasionally at home; so it's always been leveraging my wifi at home. In my earlier comment I was concerned it would use my international data plan if I were to make the Skype call on cellular signal. It's the data usage that I care about; but if I have access to wifi then it's not much a problem.
This is the first time I heard of AT&T global access numbers and I will keep it in mind. For now Skype likely will be my choice.

No, I haven't used Skype in Europe. If that's not used in a WiFi area, it may be more expensive to connect via cellular. Although a bit pricey ($12 per day to a maximum of 15 days in any billing cycle), the travel plan with my home cell network provides "Roam Like Home" service so it's just as easy to direct dial North American numbers. The calls aren't usually very lengthy anyway.
