Have you visited Portovenere?

I will be in Manarola for several days at the end of May. I plan to take a trip to Portovenere for the day. Depending on the weather, I would love to go by ferry but want to have a back up plan in case the ferries are not able to run. Are train and bus both an option? Which is better? Also, if you have any restaurants suggestions, I would appreciate that, too. Thanks!

By boat is probably the best. There is boat service from both the Cinque Terre and La Spezia. If rough seas don't permit it, then you can take the train to La Spezia and from there you take the 11/P bus to Portovenere (no railway in Portovenere). The bus departs from near Piazza Cavour, a 10 min walk from the station.
It is also possible to walk a path from Riomaggiore to Portovenere. It's a 4 hour walk.

We did the train/bus combination in September a couple of years ago and it worked fine, except for the always overcrowded CT trains!

We enjoyed Portovenere very much. We stayed there and boated to 5 Terre. Nice town to sroll around. Have coffee in the harbor and visit the Doria Castle and San Pietro's church (very old, small and simple). View of the Bay of Poets is perfect for dining.
