Has anyone heard of the overbooking offer in rome?

Hi,
I am traveling to Rome for the first time in July. After researching a few hotels, I came across an overbooking offer. You book a room at a low price, and then if it is filled when you arrive they will transfer you to another hotel for the same price. Does this sound like a scam? The hotel was Hotel Nardizzi Americana's www.hotelnardizza.it

Rebecca, we stayed at the Hotel Nardizzi Americana (recommended in Rick's guidebook...a good sign of legitimacy)this past December.We also were a bit sceptical about the"Overbooking Special" because 55 EUR per night(when many other comparable hotels were raising their prices well over 100 EUR for the Christmas holidays)too good to be true.But after reading a Tripadvisor review about how well this offer worked, we tried it.Another reviewer checked out the other hotels where they might have been taken and thought they were equally nice.We got to stay at the Nardizzi, which has to be the most incredible value in Rome.The breakfast consists of unlimited cereal, juice, coffee, rolls, fruit, etc.(great for hungry teens).The rooms were very nice.We were extremely pleased with such a GREAT deal in an expensive city.The hotel is reputable and the offer is a steal. Go for it!!!

I don't know this hotel but I have heard of this with others. I think it may be an Italian thing.
