Are you looking for companies that specialize in wheelchair users? I googled handicap travel and several companies came up.
My husband is legally blind and travels with a guide dog. For the Roman Colosseum, we hired a private tour guide to tailor a tour with his needs in mind. It was the the Roman Guy. Our guide was an archeologist and was outstanding.
Most European museums do not charge for a handicap person and their companion. For the blind, many museums have special tours.
