Once I saw a show where they showed a small store that made shoes individually for people. I have looked and looked and kind find the shop.

Katy, Italy is a big country. Without more than you've given us to go on, it's not possible to know which shop you saw on TV that makes these shoes or where it's located.

There was a shop that Steves' recommended in Budapest. Shoes start around $500/600 and up. He was making mostly women shoes with a few men's shoes.

There are a few shops in both Positano ( think Jackie Kennedy) and Capri that make sandals
In Florence, Ferragamo, think$$$$$
