Based on what one hotel offered me, I would conclude something different, which would be: (1) bed and breakfast for the two of you, 70 euros; (2) choice of either lunch or dinner, 50 euros per person. You don't say where or when this is, but that does sound like a value-priced room, but a more pricey meal.
You really ought to clarify with the people at the hotel itself.

Certainly. It's Hotel Moderna in Erice Sicily in late February. It was recommended by the Rick Steve's tour team.
We have stayed in the Hotel Moderna several times. It was clean, the owners were nice and the food was very good. Have a wonderful trip.
