As to the smaller hotels, in those two areas: not all do, it's not like here where 95% have them. But watch out, here you'll tend to hear only or mostly from the travelers who did find them rather than the travelers who did not--so the replies here are not necessarily a representative sample on a question like this--if you need to have one in every place you stay, and you're staying in the smaller hotels, bring one from home, or buy a cheap one once you're on the ground there.

Our experience of the past five years or so is that everybody has one. Either in the room or available at the front desk. That was not the situation 15 years ago when only the high end hotels provide hair dryers.

We just got back and not one hotel had a hairdryer and I did not bring one! I made a mental note that next time I will bring a small travel size dryer. Earlier poster said you may be able to borrow one from the hotel/inn. I would not rely that. You'd probably find it very inconvient to do so! Happy travels.

Very unlikely to find a hairdrier in small hotel.
However I purchased a small dual voltage hairdrier by Babybliss for $10 from TJ Max. It's only 900Watts, but I think it will do the job

The installed type of hairdryers that people cannot steal are quite expensive, so this is why you often won't find them in small hotels or B&Bs. But, if you ask at the front desk, chances are good that they will loan you a hair dryer to use during your stay.
