Good tours in Italy in December?

I'm planning to fly into Italy on December 8, and spend a week and a half there, seeing the sights by day and watching the World Cup by night. I'll probably do the Rome and Naples area, and maybe pop over to Palermo, from which my great-grandparents emigrated, and maybe up to Venice because it's Venice.

I just got back from a trip to Mexico City and some of my favorite parts were interacting with other tourists. So I'm thinking I'll try to replicate some of that by buying spaces on organized tours. My question is, is this even viable? Will there be other tourists in Italy in December?

I don't know what Palermo will be like in December, or even Naples, but there are always tourists in Rome and Venice. If food tours are being offered at that time of year, I think they'd be good choices. I'd expect considerable socializing on a food tour. Otherwise, walking tours will give you some opportunity to converse with other travelers. I'm not sure you'll find too many walking tours running in Venice in December.
