Also, does anyone know if I can take a small pair of scissors and tweezers in my carry-on bag?

The TSA guidelines are precisely that. NOTHING is expressly allowed bcuz that decision is left to the individual screener. Hope that he is having a good day.
We've never had trouble with rounded-ended scissors
I stayed at the Hotel Aberdeen in Rome last spring. It's not the cheapest, but is still in the "budget" category. The hotel is very nice with a good buffet breakfast and convenience to the train station and other public transportation. It's across the street from a major police building, so I guess the street is "safe." It's listed in Rick's books; his tours stay there. I carry small, blunt-end scissors designed for trimming baby nails in my carry-on. The tweezers and a small nail file should be ok. I think the rule is the scissors need to be less than 4" long (maybe it's 6"). Anyway, the baby scissors have traveled with me back and forth in carry-on for several trips now.
You should consider The BeeHive in Rome. They are clean, friendly and very close to Termini station. They have a great little cafe in the basement for breakfast and comes highly recommended. My wife and I stayed there Nov. this year and really enjoyed the atmosphere.
Not expensive either!
If your small scissors are expensive and you can't afford to have them confiscated, do not take them in your carry on. Take some cheap rounded end scissors. I have not attempted to take my sewing scissors as they are the expense made in Germany variety and I would not want to replace them. I mention this because last week I had jury duty and took sewing project and supplies along to pass the waiting time. Went through a security check same as airport and scissors had to be checked. At least I was able to reclaim them as I left. Not sure about courthouses across the country but I live in Atlanta and the tragic shootings here have forever changed security in CH.
Hubs and I stayed at the Hotel Lancelot in Rome 2 years ago and loved it. Safe, clean, has a lift, very friendly staff, great breakfasts and suppers, and it's about a 5 min. walk from the Colosseum.
I would also suggest the Hotel Nardizzi. It's actually quite nice and close to the train station. I will stay there again when I return to Rome next year.
Stayed in Hotel Nardizzi in September. Single women traveling alone we found it comforting to be just a few blocks from bus station, and right around the corner from Defense Ministry. Hotel was considered "budget" but it was clean, nice, and had an excellent continental breakfast.
Hotel Paba got good reviews from Tripadvisor along with being in Rick's books. It is by the Colliseum and it is only about a 20 minute walk from the train station.
We stayed at Arena Guest House in Rome. It is near the Colosseum. It was a great place to stay. The hosts were very nice and helpful. The room was tiny and the bath tinier, but it was spotless, quiet, had a PC with internet in the room, and met all our needs. It was also very affordable.

I think the rule for scissors is you can't have ones with longer than 4 inch blades, but I would certainly double check the TSA website. Tweezers should be OK from my experience.
Wendy, we have stayed at both Hotel Paba and Aberdeen, and either one of them is a good value.
We liked the Hotel Smeraldo near Campo de' Fiori--it's in a great central location. Also liked the Casa per Ferie Santa Maria alle Fornaci dei Padri Trinitari that as Rick explains "houses pilgrims and secular tourists with simple class." Its a great value and very near the Vatican.
We like to stay at the Hotel Italia. The location is right off Via Nazionale on Via Venezia. It is central between the train station and Colosseum and Campo d'Fiori. Nothing fancy, but clean and a good value. www.hotelitaliaroma.com(Rick recommends it. I stayed last May for 120 euros and will stay again this May. They also pick you up from the airport for 60 euros. The most amazing bakery is across the street that is perfect for breakfast and lunch!

I was traveling with a pair of small, cosmetic scissors last year and they were taken from me at the airport.
According to TSA web site you can bring into your carry on scissors with pointed tips and blades shorter than four inches.
I had a pair of very small ones, about 2 in long and I didn't have any problems.
As somebody said, if they are expensive , don't take them.
I don't believe tweezers would be a problem.
Ever since 911, my wife has carried a pair of scissors on board with her needlepoint projects. Never a challenge. The secret is that they are children's scissors without the pointed tips. They work just fine.
