Hello, I made a purchase in Verano and the merchant didnt give me a duty free form when I asked for one. This was from a perfume purchase of 920 Euros. Is there a way to get a form to claim back the duty before departing Italy? Do you know if they have the forms in the airport at the customs office? I have the two receipts with the transaction records.... please let me know. Thanks!
Does the merchant participate in the VAT refund system? Some merchants do not and that could be why you did not receive the form when you requested it. If the merchant does not participate in the VAT refund system, I think you might be out of luck. Plus, I am pretty sure that the merchant has to complete the form so getting it at the airport if they are available there which is a big if probably will not do anything for you.
Are you concerned about paying tariffs when you return to the USA? I would suggest some research. Good luck!

The two are different, VAT refund, is the repayment, or partial refund, of taxes paid in Europe for those goods, and really has nothing to do with duty paid in Europe or on return to the US. It is basically a refund of the sales tax equivalent in the US.
But to an earlier point, if the merchant did not fill out the form and provide it to you, then you likely are out of luck.
I didn't mean it imply that VAT and tariffs have any relation, just that the OP has another issue to consider regarding the large purchase.
