We will be departing Italy from the Venice airport back to the USA on a 7:20 am flight (connecting through Vienna). Will we be able to get the customs stamp and get our VAT refund early enough for our flight? Any suggestions?

You have to do it in Vienna, as that is where (I assume) you will be on a flight leaving the EU.

You'll have to present all the unused, sealed, tags still on items at the last place you are in the EU before boarding the flight out of the EU, Vienna as stated above. So it all needs to be in your carry on, or you need to reclaim your checked baggage and recheck it - you probably won't have time for that. You also need to produce the receipts for each item and the form.
How much time do you have in Vienna?

Thank you! We have 2 hours in Vienna. Hopefully that gives us enough time if we keep everything in our carry on bags.

Venice has several VAT refund offices in the city. For a 7:20 AM flight, I'd be willing to bet no one will be available at the airport.

What do you expect to get a VAT refund for? You can only get the refund for specific items that are being carried out of the country.
