I am hoping for this to be as simple as Uber or taxi's waiting outside the train station, is Uber available? Do taxi's generally wait outside the train station to take travelers to the ferry dock in Como? (middle to later in the day) Coming from Zurich, final destination Bellagio. Thanks!

There is effectively no Uber in Italy. You can only catch taxis from taxi stands or by calling them to you via app or phone.
There are always taxi stands outside train stations and airports. There are almost always taxis outside train stations except for the small towns and/or secondary train stations.
From Zurich you should come into Stazione FS San Giovanni and the taxis line up right in front of the station as you walk out. The ferry landing is relatively close (<1km) and if not for luggage I would opt for walking it, but if you're going to struggle with bags a cab is a decent option.
