Getting a cell phone chip in Rome, Italy

I have T-Mobile and have just unblocked my Sim Card. I just found out that the Italy SIM card can not be registered between August 9th and August 16th. I will be arriving in Rome on August 10th and wondered what other options there are to establish pre-paid cell phone service using my phone. Or is it just as good to rent a cell-phone. Will be there for two weeks. Thanks, Kelly
