From Fiumicino, Rome Terminal 3 to Fiumicino, Rome Terminal 1

Hi,
I'm travel from Abu Dhabi to Cairo and would like to purchase a ticket from Alitalia (Promotion ticket), and will be a transit in Fiumicino, Rome but I will arrive to Terminal 3 and then departure from Terminal 1. i will check the luggage in Abu Dhabi and will take the Luggage in Cairo. so, Do I need to get Transit vise to move from Terminal 3 to Terminal 1?

This is not a good site for this question as there are few if any visa experts here. I would check with an Italian consulate office or even your own government.
