On the Ministero Della Cultura website, there is a note that "Entry to the museums, monuments, galleries and archaeological areas of the State is free for visitors who are not eighteen years of age." It doesn't say anywhere (or I don't see it?) that this is restricted to EU citizens only (unlike for the 18 to 25 y.o. age group). It also looks like this should apply to any museums, monuments, galleries and archaeological areas of the State (I gather "State" is the entire Italy?). Also, in case of a "Free" admission, are there still tickets to be purchased (for Colosseum and Borghese)?

All Italian State (national) museums, which can include monuments, art galleries and archeological sites, are free to individuals under the age of 18 regardless of citizenship. That doesn't mean that minors can always just waltz in with an adult; in some cases a reservation may be required, such as at Galleria Borghese in Rome. Free entry to under 18s also doesn't apply to private institutions such as the Vatican Museums or Santa Maria Novella in Florence, civic museums such as The Capitoline Museums in Rome, or to guided tours of some state museums.

Best thing to do is to look at the websites for each attraction you're interested in seeing to see what their requirements are. You should always have your children's passports on you for proof of age if asked for them. :O)
