Hi,
When connecting through another European country between the UK and Rome, do I have to go through customs in that country? How much time should I allow for the layover to be sure I catch the next flight? Looks like possibilties for connections are Frankfurt, Amsterdam, and Paris.

If you buy a single ticket from UK to Rome the airline has figured out how much time is necessary between flights.
If a DIY project of multiple flights figure 3 hrs with carry on only, 4+ hrs if you have checked bag(s) to have a safe margin
The simple solution is a non-stop flight.
The UK is outside the Schengen Zone. Frankfurt, Paris, Amsterdam, and Rome are all in countries part of thee Schengen Treaty Zone. Therefore you will go through passport control (immigration) in the first port of entry within the Schengen Zone. Customs will be at your last destination, but unless you have something to declare you just walk through the green line saying “Nothing to Declare”. Customs officers in Rome may stop you still for a random check, but in my 50+ times I have entered Italy from abroad it never happened to me.
