You should ask the rental company. I think it is just outside the ZTL. Everyone has become afraid of ZTL's and they shouldn't. First, businesses don't want to prevent their customers from doing business. Secondly, Italy doesn't want to prevent tourists from touring, they simply want to avoid the problems associated with putting vehicles on 2,000 year old roads and city streets. Just folow the laws.

I rented there once, I will not drive in Florence again, although it really isn't that bid of a deal. I go to the airport and rent.

Here is a good website for you:

When you return the car, be aware that the car rental return is not exactly at the Europcar office, but at the multistory Garage Europa, about 200mt west of the office on the same street. This is important to know, because if you try to go to the office you will have to pass under the ZTL camera.

Coming from Pienza/Montepulciano area, the fastest route is on the A1 freeway. You enter the freeway at the VALDICHIANA entrance, near Bettolle and exit at either FIRENZE IMPRUNETA or FIRENZE SCANDICCI exit. Since currently they have closed the Vespucci bridge for repairs, it’s probably easier if you exit at the FIRENZE SCANDICCI exit. From there you proceed toward the city center. Be aware that there are speed cameras between that exit and the city center, therefore don’t exceed the speed limit.

Follow these directions EXACTLY from the A1 exit to the Garage Europa.
