Has the Florence airport car rental business back on airport property, or is it still off
airport property ?
I can't see rentals going back close the airport anytime in the future. They were moved away from the airport as the space is quite cramped, still is and always will be.
The airport rental center is still off the airport and the facility they built recently does not look like a temporary one, so it is there to stay, at least till they build the future planned airport in the year Some Thousand Twenty-Never.
If renting from this airport location outbound to Castlefalfi, San Ginigiano and Siena then returning here to make a flight to Nice - is there a better way to get to the actual airport from this remote-ish building ? Sounds like a long shuttle wait.
We planned on an 8am at return rental then make an 11am flight to Nice via Rome stop?

I should add - we arrive for several night from Lake region to Florence for a few nights (hotel smack in middle of Ztl) then “could” pick up at train station and return to airport? Many thanks

You can always take a taxi frim rental drop off to terminal
There are usually taxis right there
To tell the truth, Laura has already started her thread, but her question was a bit too much in telegraphic style, to the point I was not sure having understood it.
If the return flight is at 11am, you have to be at the terminal at 9am - give some time, it means 9.15 may be still good, after 9.30 it border on dangerous (but after you have checked in, there is very little to do at Florence airport and even little space to sit down).
Turning back the car at 8am, what does really mean? Are you sure you are over with everything no later than 8.30am? I am afraid the location at the railway station means to use the public underground parking, not sure if paperwork is done on the spot. Then you have to reach the airport; the tram will take half an hour as it stops every two minutes, a taxi may be faster.
Turning back the car at the airport - the car hire area is separate from the airport, it is not distant but you can't really walk, so you have to wait for a shuttle - not longer than shuttles between terminals in large airports. I can't really say as I use no hire services in Florence, but the airport location looks to me a bit safer as you are much closer to the airport.
By the way, where are you to spend your last night, if you have to turn back your car at 8am?
