We are renting a car in Florence on the way out of town. We will do a 3 night stay driving trip staying in Siena and Volterra. Once we leave this area we are staying in Treviso
. My question is where to return the car. Is it worth returning to Florence or somewhere on the way or in Treviso.

I would probably just return in Florence then take train to Treviso

After we stayed in Treviso, we returned the car to the Venice airport --- you don't want the car in Treviso for day trips? If not, just return it to Florence and take trains to Treviso, about 3.5 hours, changing trains in Venice Mestre.
It depends if you want to see things on the way to Treviso, such as Ravenna (Sant'Apollinare in Classe) or the Palladian Villas in Veneto, or if you need a car to take day trips from Treviso. If you don't need a car in Treviso or on the way to Treviso, then you can return the car somewhere else. But it depends on which rental car company you use. Most of them are present in Florence, some are available also in Siena or Arezzo. If you pick up in Florence, and you prefer the train to Treviso because you don't want to drive the 4+ hours, then it might make sense to return it in Florence.
