Florence and Venice - restricting AirBnB ?

Recent article about Venice and Florence mulling 10 ideas to make the cities more livable for residents, and to manage the impact of tourism. One is to alter the AirBnB situation, so that property speculators aren’t buying up apartments and eliminating housing for locals, while cutting into hotel and B&B business, while shorting the cities on tax revenue. Apparently short-term rentals pay a 21% tax, which seems like a large amount, but hotels collect a 60% tax!
