Use the new T2 tram line that goes from the airport to the SMN train station in about 20 minutes. Tickets may still be 1.50 euro, or the proposed increase to 4.50 euro may have gone into effect.

You will not know if your plane will land on time, so generally not a good idea unless it is a big discount off the base fare.

Where are you going? If it is on a Regionale, there are no reservations and the price is always the same, so not much point of advance purchasing. That would be the case for the most part going to La Spezia. There are some IC trains and even a few Frecciabiancas going that way. It is relatively short distance, so the premium over Rengionali is not that big.
