If you follow the various links on that page you'll see that it's for a maximum of ten nights, and that it ranges from 1 euro to 5 euros a night, corresponding roughly to the number of stars of the hotel. Also: "The fee is set to be applied as of 1st July 2011 and will be asked of anyone staying in every overnight accommodation." So yes, you'll be paying it, but the amount depends on where you're staying.

Monique, Florence is certainly not the only jurisdiction using these practices. Some of the cities in this area now add a "Hotel Room Tax", with the revenue collected to be used for tourism and marketing. I'll be back in Italy shortly, and will be paying the tax in Rome (not sure about the other areas I'll be visiting?). The Hotel was sure to mention that when I made the reservation. While it would be better not to have to pay this, it won't change my plans in the least. As the saying goes, "one can't avoid death and taxes".
