How difficult is it to catch a vap. (Boat) and then bus to Venice airport to catch a morning flight between 8-9 am.
Is it safer to arrange private ground transportation?

Check timetables for the Vaporetto (to Piazzale Roma) and airport bus at http://actv.avmspa.it/en/content/water-bus-service-timetable-0. Start time for vaporetti can depend on the line number and location, which depend on your hotel. For instance, from San Zaccaria dock B, near San Marco, line 2 departs as early as 4:55. This is the faster line, compared to line 1.

It's difficult but not impossible- it just means you need to be up and on a vaporetto quite early- which is why those am flights out of Venice are to be avoided.
If flight is only going to another European destination- likely the case- then you need to be at airport about 90 min preflight. Plan accordingly or book a water taxi for about 115 euros.
