Is it reasonable to book at flight into Rome from Palermo arriving at 13:55 and another from Rome to Dubrovnik departing at 15:00 on the same day? Can we make that flight? Are the domestic and international gates close?

If it is a single ticket, then the airline is responsible if you miss the connection. However, if two separate tickets then it is too tight by at least an hour if not two. Towards the end of the day airlines everywhere tend to get behind schedule. Since you are leaving the Schengen zone you would have to go through exit immigration and security. Too tight.

Another thing to consider is that your plane may not park at the terminal, but at a remote location and you will be bused to the terminal, which adds time to the transfer.
Suggest get to Rome earlier or leave later. To do what you propose as separate bookings would require Mega millions winner luck.
