They are very similar. The City Pass mentions a round trip between the train station and the upper town by funicular or bus, but it costs an extra 2 euros. Not a lot of difference there. If I was planning to arrive in town during the operating hours of the tourist office (which used to have a location down near the train station), I'd just buy whichever pass it's selling. That's what I did back in 2015. I was in Orvieto for quite a while and took advantage of nearly all the features of the card. They were somewhat different then; there was at last one walking tour included, I think. The museums were quite good, and this card remains a worthwhile offering for those spending enough time in Orvieto to take good advantage of it. I'm doubtful about whether it would pay off for day-trippers.
