I know the weather will be cool with some rain. But does anyone have experience in Puglia without a car in February? Will there be enough restaurants and food shops open?
We have 3 weeks for the trip (have spent time in Rome and Florence, but nowhere else in Italy)

I don’t know about Puglia, but I was in Calabria at the very beginning of May some years ago, and it was pretty much shut down.. Very few hotels were open except in the cities, only a few restaurants open and it felt dull and subdued. It was also freezing, with snow in the central mountains.
Since you have 3 weeks, I have a totally different suggestion for you. Go to Sicily. It is incredibly rich in sights and has great food and wine. Being furthest south, it has the best chances of decent weather in February, of any part of Italy.
We were in Puglia in late spring. Some of the coastal towns gave a bit of the feeling of being closed down, though there was plenty to do and see.
IMO, if one were to rank the attractions of Italy, the big 3 (Rome, Florence, Venice) would top the list, with Sicily following close behind. Cinque Terre? Maybe #100.
