Our friends will have about 4 hours at FCO terminal 3 before their Delta flight back to the states. Are the best restaurants before they go through security?

Both sides, however there are more after security.

There is a big duty free shopping area after security. The airport restaurants are decent but not sure I would classify any as "best." It is airport food but a couple notches better (maybe just because it is in Italy) than most US airports.

At T3 there is also Eataly, and for sure it is before security because I used it a couple of years ago.
There is another Eataly after security, but I think it’s at T1 (A gates).
