Hi, I have a Europcar vehicle booked through Kemwel, with drop off at FCO. The voucher says return is 'Desk in terminal'.
I presume this means that there is no one to hand keys back to in the parking garage. Has anyone else dropped off a Europcar vehicle at FCO? And if so, do I need to allow extra time in case there is a queue at the counter in the terminal? Every other airport drop off I have ever made, I have been able to hand keys to staff in the car park.

I'd suggest calling the company you're renting the car from & asking for the details.
Another thought:
Have you considered returning the car in the city then taking the Leonardo Express train back to
FCO? That way you won't be so stressed about standing in yet another line at the airport.

The car rental returns are in the multistory parking structures across the terminal. Some rental companies are in building B, some in building C. Follow the directions to the rent a car signs as you approach the airport on the freeway. Return the car there, the attendants are there and the return works similarly to the U.S. The only difference is that the Europcar attendant won't give you the final receipt. He should give you the little form/jacket card with the indication of the return time, the kms on the odometer and the fuel level (make sure he writes FULL, if full). The actual final invoice should be emailed to you the next day or so.
