The link is not as definitive as the title of the post...more, in theory, if infection rates allow, and the US reciprocates, and they figure out how to show evidence of vaccine, and if the specific EU Country you want to go to, goes along with the plan...then yeah, travel will happen...maybe. But there are more meetings and discussions within the EU and with the US to make it happen.
I do feel optimistic that, first, there is a high desire to open travel, second, that most Countries are willing to accept some risk, rather than wait until there is zero chance of spread.

Be careful of what you hear from US news organizations. As of now, it appears that the EU is considering allowing vaccinated Americans into the block starting June 9, but each country has the right to overrule the EU opening based on their own health situation. And even within each country, the regional governments may place restrictions on what type of businesses can open, mask mandates, curfews, etc. And, these rules can change even while you are in the middle of your trip.
Yes, they are anxious for tourist dollars but with the painfully slow progress in administering vaccinations I would not count on that June 9th date for a broad reopening.
