Sure. The EU resident line should be speedier, so if he wants to go through the slightly slower All Passports Line, that's his choice, (the gentleman).
Actually, it depends on where you're coming from. If your plane is coming directly from the US, it will be faster if you go through the EU line, but if you are coming from another european city (if you made a connection or were somewhere else before), the non EU line is faster because there are less people!
If you are coming from another Schengen country there will be no passport control.

However the EU line is always shorter, therefore I go to that line (I'm dual citizen) and drag my American wife along. I hand both my Italian passport and my wife's American passport to the "agente di polizia" while I say "e' mia moglie" (she's my wife). He looks at my passport, stamps my wife's, and through we go. There must be some advantages to being married to an Italian sometimes.

I think I was thinking about the experiences I've had entering Europe, and it depends on the airline or time of the year or I don't know, but sometimes the airplane is full of europeans, and in those cases I am happy to have a non EU passport... But if the flight is full of non eu people, then that line will be longer. Casually that has happened when I've taken non european airlines (American Airlines for example).
